Federal Judge Paula Xinis in Maryland is set to rule on the Trump administration's effort to use Americans' personal data to create state-by-state voter eligibility lists before the midterm elections. Voting rights organizations have warned the lists could be used to disenfranchise eligible voters or challenge ballots after Election Day.
