DC Circuit strikes down Capitol Police ban on demonstrations on Capitol steps
A federal appeals court ruled 2-1 that U.S. Capitol Police rules restricting public protests on the Capitol's eastern steps violate the First Amendment, siding with a Presbyterian minister who sought to hold prayer vigils there. The decision found the demonstration ban too restrictive, even while designating the steps as a nonpublic forum.
