Concurrently, US senior Africa envoy Massad Boulos proposes extending the UN arms embargo to all of Sudan to curb escalating drone warfare, which killed 1,100 civilians in early 2026. However, Russia, China, and Sudanese military chief Abdel Fattah al-Burhan oppose the embargo.
