The Centers for Medicare & Medicaid Services finalized its Contract Year 2027 Medicare Advantage and Part D rule on April 2, 2026, providing an additional $18.6 billion to health plans while significantly reducing regulatory requirements. The rule removes 11 administrative measures from the Star Ratings system that currently evaluates plans on up to 43 measures, and eliminates health equity requirements including mandates for disparities reduction activities, health equity expert members on Utilization Management Committees, and annual equity analyses. The rule codifies Inflation Reduction Act of 2022 changes including elimination of the Part D coverage gap, reduced out-of-pocket thresholds, and removal of cost sharing in the catastrophic phase. CMS also rescinded requirements for mid-year notices about unused supplemental benefits and relaxed restrictions on agent and broker communications with beneficiaries.
