Blockstream publishes Bitcoin improvement proposal for quantum-resistant SHRINCS signatures

Blockstream's Jonas Nick published a draft BIP for SHRINCS, a SHA-256-based post-quantum signature scheme that keeps Bitcoin near 3 TPS where off-the-shelf NIST schemes fall below 0.5.
