Austria breaks up sanctions-evasion scheme supplying Russian arms industry

Austria has dismantled an international sanctions-evasion network that used a Vienna-based company to supply precision metalworking tools and CNC machines to Russian state defense conglomerate Rostec. The network, led by a Belarusian national arrested in May 2026, used forged end-user certificates and shell companies across Turkey, the UAE, and East Asia to route €3.3 million in equipment for Russian cruise missiles and fighter jets. Separately, Canada has sanctioned Streit Group, a Canadian-owned armoured vehicle manufacturer whose military vehicles have been deployed by Russian forces in Ukraine.

Austrian sanctions-evasion scheme disruption

▪Evidence from four raids in August 2025, including 40 seized data storage devices, indicated the Vienna-based company delivered industrial goods worth over €3.3 million to Russian arms manufacturers since 2022.
▪Austrian authorities seized CNC machines and specialized tools worth approximately €140,000 on the same day the Belarusian suspect was arrested.
▪The Austrian Interior Ministry announced on August 10, 2026, that Austria broke up a sanctions-evasion scheme where a Vienna-based company supplied equipment used to manufacture engines for Russian missiles and fighter jets.
▪Austrian authorities arrested the 28-year-old Belarusian head and co-owner of the Vienna-based company on May 13, 2026, and he remains in custody.

Shell company smuggling networks

▪The Hennlich Group operated through its Russian subsidiary to ship restricted industrial components valued at $2.9 million to Russian military manufacturers across 583 shipments between 2022 and 2024.
▪The unnamed Vienna-based company concealed its shipments to Russia through a network of shell companies in Turkey, the United Arab Emirates, Hong Kong, Belarus, Kyrgyzstan, South Korea, Poland, and Lithuania.

CNC machines for Russian missiles

▪The diverted equipment, including special metalworking tools and CNC machines, was supplied to companies affiliated with the Russian state-owned industrial conglomerate Rostec.
▪A used 1983 CNC forging machine manufactured by Austrian firm GFM was sold for $1.3 million and shipped from Spain to the Russian firm AZK Group LLC.

Canadian-owned Streit Group sanctions

▪Canadian Foreign Affairs Minister Anita Anand announced on August 10, 2026, that Canada is imposing sanctions on Streit Group, a Canadian-owned manufacturer of armoured vehicles.
▪Streit Group, founded in Ontario in 1992 by Guerman Goutorov and now based in the United Arab Emirates, had its armoured vehicles deployed by the Russian National Guard in Ukraine.
▪Streit Group launched an appeal in January 2026 against European Union sanctions that were imposed on the company in October 2025.

EU sanctions enforcement gaps

▪Only a handful of companies globally produce radial forging machines at the quality levels required for weapons manufacturing, making the presence of Austrian-made machines in Russian factories a strategic problem.
▪While countries like Germany and the Netherlands have aggressively pursued sanctions violators, Austria's enforcement of EU sanctions on dual-use goods has been described as lagging behind its peers.
