Syria and Russia have reached a landmark agreement ending Moscow's exclusive military use of the Hmeimim air base and Tartus naval base. Under the deal, which follows 18 months of negotiations after the ouster of Bashar al-Assad, Syria will assume control of civilian and commercial facilities, including Pier No. 4 at Tartus. The remaining military installations will be converted into joint training centers within three months, representing a significant reduction in Russia's strategic Mediterranean footprint.
