Vietnam is tightening its digital asset market oversight under Decree No. 284/2026/ND-CP, signed by Deputy Prime Minister Nguyen Van Thang. Starting September 1, 2026, domestic investors face fines of up to VND 50 million ($1,900) for trading on unlicensed platforms, while unlicensed service providers face penalties up to VND 200 million ($7,600). The rules support a five-year pilot program requiring exchanges to hold VND 10 trillion in charter capital with foreign ownership capped at 49%.
