The U.S. government plans to take a 35% passive stake in North American Blue Energy Partners, a Venezuelan oil venture led by Alejandro Betancourt. Announced by President Donald Trump, the deal involves a 100-year concession over 17 oil fields containing 65 billion barrels, or one-fifth of Venezuela's reserves. While the Pentagon's Office of Strategic Capital is slated to finance the venture, spokesperson Sean Parnell clarified that the office does not take equity stakes.
